Our vision is an inclusive circular economy based on reuse and repair in solidarity with both people and the environment.

RREUSE has long been advocating for the introduction of separate quantitative targets for reuse and preparing for reuse that currently exist in a few countries and regions (see our [latest factsheet](https://rreuse.org/wp-content/uploads/2022/03/re-use-targets-factsheet.pdf) on the issue).

As the European Union is set to revise the Waste from Electronic and Electrical Equipment (WEEE) Directive, we are seeking to commission research on the existing reuse and preparing-for-reuse targets in different product streams (with a focus on WEEE, furniture and textiles) and their environmental and socio-economic benefits.

The deadline to submit an offer is 20 May 2024, 23:59 CET.

## Background

The European Union generated over 2,1 billion tonnes of waste in 2020 [according to Eurostat](https://ec.europa.eu/eurostat/statistics-explained/index.php?title=Waste_statistics#:~:text=In%202020%2C%20the%20total%20waste,4%20815%20kg%20per%20capita.&text=The%20share%20of%20different%20economic,is%20presented%20in%20Figure%201.). This means an average of around 4,8 tonnes of waste per inhabitant. This disposal of goods leads to an enormous loss of value that is evident in the loss of embedded materials and energy employed for their production.

There is an indisputable link between resource use and the climate emergency. R[esearch](https://assets-global.website-files.com/5e185aa4d27bcf348400ed82/63ecb3ad94e12d3e5599cf54_CGR%202023%20-%20Report.pdf) shows that 70% of greenhouse gas emissions are linked to material handling and use. Yet, under the current linear consumption model, only a small share of products and waste is reused, repaired or recycled.

Reusing substantially decreases the impact on the environment compared to recycling and it also holds socio-economic importance. On average, RREUSE members [create 70 jobs](https://rreuse.org/wp-content/uploads/04-2021-job-creation-briefing.pdf) per 1,000 tonnes of goods collected with a view of being reused. The job creation potential of reuse is significantly higher than that of recycling.

Reuse and preparing-for-reuse targets are essential to implement the principles of the waste hierarchy, promote job creation and social inclusion. Yet, the EU currently combines recycling and preparing-for-reuse targets which allows producers to meet all their environmental obligations through recycling.

Recycling a product that could be repaired is quite problematic from an environmental perspective across the board and especially for products containing Critical Raw Materials whose recycling rate is often very low. This means that many of these resources are lost forever. Recycling also results in lower job creation since the upper stages of the waste hierarchy are not only associated with higher environmental benefits, but also with higher opportunities for inclusive local employment.

## Role of the consultant

In coordination with RREUSE’s Brussels-based secretariat the consultant will be expected to:

- develop the appropriate research approach and tools;
- identify relevant data sources in different EU member states (such as Extended Producer Responsibility schemes and social enterprises in the circular economy);
- identify, review and summarise relevant EU (secondary) legislation;
- map and categorise existing reuse and preparing-for-reuse targets in the European Union;
- consult relevant stakeholders to identify the environmental and socio-economic impacts of reuse and preparing-for-reuse targets;
- assess which type(s) of targets are most conducive to achieving higher environmental and socio-economic benefits (eg depending on scope, structure, measurement methodology…);
- draft a research report for RREUSE with preliminary policy recommendations;
- review the final version of the research report with policy recommendations.

The consultant will conduct the work from their own work place.
